Both. Something is there in the object (beheld) and something is there in the subject (beholder).
True beauty knows itself but does not begrudge those who do not know it. The answer is both, but without ego, without vanity, and, strangely, without shame.
Beauty isnt intrinsic. It is always a product of societal standards. Compare beauty standards between some tribes in africa and those of your own society. As the concept of beauty differs between societies, so it does between individuals--the beholders. Beauty has nothing to do with the beheld.
It's in the eye of the beholder. The beheld is the person being looked at, and quite often even a handsome or beautiful person doesnt think they are as attractive as the person who is looking at them thinks.

An individual should look past the superficial exterior of another, and see the true beauty in the heart, the soul (assuming it is there, of course :-) ), and not get so hung up on exterior looks alone, which can be very misleading.

Both. But since we generally unconsciously depend on others to rate how we look, it's in the eyes of the beholder.
