Yes and no.
Yes, it is individual, in that one person can think a gal beautiful, and another might think she was plain and uninteresting.
No, in that there are certain cultural norms, aspects that work for beauty most of the time, like large eyes in a gal, rather than little beady ones; a small nose rather than a big one; smooth skin, a symmetrical face, and so on. Who thinks fat, really fat is beautiful, but back in the Renaissance (look at tthe portraits) women were preferred to be plump.

Generally speaking symmetrical features are regarded as beautiful possibly because it tends to indicate freedom from disease and parasites when younger. Some older cultures favoured fat women perhaps because a certain amount of fat is needed to become fertile, and this was extended to a lot of fat being good. Certainly it indicates you are well fed and thus successful.
Much of it is culturally based though. A society comes up with a view of what beauty ought to be and encourages it. Unfortunately for women in western society, that is unnaturally slim.
I get the impression that attractiveness rates higher than personality. A wholesome looking woman will be rated as more intelligent etc.
Yes it is in the eye of the beholder. I used to have two friends --one died and the other moved away and they we ere opposites but they both retained a certain amount of beauty in my minds-eye.My friends detested them both for reasons I never understood.Being pretty, shy and reserved would be be ';ugly'; to me though. A person's personality I think can really define who that person is to a large extent.
