ok soo ive also thought that it meant its in the persons eyes that if they have beautiful eyes then they are beautiful. it describes how beauty is different for everyone. How you ever thought 'omg that dress is ugly!' the owner of the dress obviously likes it.
in this example the 'beauty' is the dress and the 'beholder' is the dress owner
It means whatever one person considers to be beautiful. Some might think something or someone is beautiful , but, someone else might not feel the same way. It depends on who is doing the viewing and what they think is beautiful.
